Due to the Urgent need to fill the vacant position for the speaker of the 11th Parliament of Uganda a position that became vacant following the death of Rt Hon. Jacob Oulanyah that was on 20th March 2022.
A short while after Oulanya being voted speaker, Oulanyah flew to the United Kingdom, where he spent over a month amidst rumors that he had contracted COVID-19, rumours that were dispelled by government, which claimed he had gone to visit his children.
Subsequently, most of Oulanyah’s duties were handled by Deputy Speaker Hon. Anita Among, and this attracted further speculation about his health.
Oulanya last presided over Parliament on 21 December 2021, was On 4 February 2022 flown via Iceland to Seattle, in the United States, for treatment of an unspecified illness.
A few days after Deputy Speaker Hon. Anita Among, Norbert Mao the Democratic Party President, and three others flew to Seattle to check on Oulanyah, it was later followed by sad news when he was announced dead on 20th March, 2022.

Following the incident, on 22nd March 2022, the parliament of Uganda announced that the House will sit on Friday, 25 March 2022 for election of the Speaker of Parliament.
Over 10 Members of Parliament who have expressed interest include, Rt Hon Anita Among, Hon Felix Okot Ogong, Hon Sarah Opendi, Hon Jackson Kafuuzi, Hon Atima-lee Jackson, Hon Theodore Ssekikubo, Hon Dr Jane Ruth Aceng, Hon Denis Hamson Obua, Hon Dr Florence Akiiki Asiimwe, Hon John Amos Okot and Hon Wakabi Pius
Hon Jacob Oboth Oboth and Hon Alex Brandon Kintu have filed their papers expressing interest for the position of NRM Flagbearer for Speaker of the 11th Parliament.
This brings the total to 13 members of Parliament who have expressed their interest.
